Dbkl Balloon Seller Refused To Comply With Instructions Was Aggressive
Kuala Lumpur City Hall (DBKL) claimed that the incident depicted in a viral video was part of its enforcement action against a balloon vendor who refused to comply with instructions.
DBKL said that during a routine patrol at Jalan Tuanku Abdul Rahman last night, its enforcement officers had adhered to the usual practice by issuing a warning before taking action against unlicensed vendors.
However, DBKL alleged the balloon seller had refused to comply with instructions and continued to trade his wares, despite being given two verbal warnings.
“When the third warning was issued, the balloon vendor became aggressive and physical contact occurred when he pushed the enforcement officer who was carrying out their duty.
“To prevent the situation from escalating further and avoid a more serious incident, plainclothes enforcement officers acted quickly and prevented (stopped) the vendor’s continued assault against the officer,” the local authority said in a statement today.

It added that while the situation heightened in intensity when other vendors attempted to intervene, the situation was defused shortly after that.
No injuries were reported in the incident, DBKL added.
Stand-off
In the 1-minute-43-second video, several DBKL officers were seen surrounding the balloon vendor, who purportedly refused to surrender his items sold without a license.
At one point, the balloon vendor appeared to be lying on the ground while being manhandled by several male officers.
Other female officers on the scene were seen pushing away onlookers, and a voice in the video was repeatedly heard shouting, “Jangan macam ni! Orang tu meniaga je pun!” (Don’t do that! He was only making a living!).
Probe underway
Meanwhile, DBKL also said that it would conduct further investigations and record statements from all enforcement officers involved in the incident.
“If necessary, DBKL will review and improve the standard operating procedures for enforcement actions to ensure that any undesirable incidents can be avoided.
“A police report has also been filed by the enforcement officer involved in the incident,” it added.
DBKL stressed that its enforcement action was carried out without consideration of racial background, noting that its efforts are based on established regulations with no racial motives.
“DBKL urges all parties to cease spreading negative and irresponsible sentiments as well as speculations which may worsen the situation,” it said, calling on the public to also adhere to established regulations.

Kamil Abdul MunimPrime Minister Anwar Ibrahim’s political secretary Kamil Abdul Munim has since condemned the actions of the DBKL officers, describing the incident as an “unacceptable vile act”.
Bersatu president Muhyiddin Yassin also recommended that local authorities provide temporary licences that allow sellers to conduct business at certain locations for a stipulated period. - Mkini
