Rm288 45mil In Taxes Collected From E Cigarettes Vapes Since 2021

In a written parliamentary reply today, finance minister Anwar Ibrahim said the total amount of taxes collected from cigarettes during the same period was RM15.02 billion.
“Overall, the taxes and duties collected from both types of products amounted to RM15.3 billion from 2021 to July 2025.”
Anwar, who is also prime minister, was responding to Wan Saiful Wan Jan (PN-Tasek Gelugor), who had asked Anwar to state the taxes collected from vapes every year since the product’s introduction in Malaysia when compared with cigarettes.
Anwar explained that previously, excise duties only applied to non-nicotine liquids and gels at a rate of 40 sen per millilitre.
“Besides that, excise duties were imposed on all devices for electronic and non-electronic cigarettes, including vapes, at an ad valorem rate of 10%, effective Jan 1, 2021.
“The scope of the excise duties was then expanded to nicotine gels and liquids used in vapes and electronic cigarettes from May 1, 2023.”
He said the 40 sen per millilitre rate was then applied to both nicotine and non-nicotine gels and liquids.
Last Thursday, health minister Dzulkefly Ahmad said a detailed report on the proposed ban on electronic cigarettes and vapes was being finalised by the ministry’s expert committee.
He said the report, which will also consider the use of prohibited substances in vape liquids, including drugs, would be presented to the Cabinet once completed, though no timeline was disclosed.
“It is no longer a question of whether we’ll ban but when we’ll ban,” he told the Dewan Rakyat during the ministry’s winding-up debate on the 13th Malaysia Plan. - FMT
