(Facebook pic)PETALING JAYA: An animal rights group has threatened to drag the Klang municipal council (MPK) and the department of veterinary services (DVS) to court if they fail to take action against enforcement officers accused of injuring a dog.
Lawyers for Animal Rights spokesman Rajesh Nagarajan says it has sent a letter of demand (LOD) calling on MPK to take disciplinary action and the DVS to charge the perpetrators under Section 29 of the Animal Welfare Act 2015.
The group’s demands come in the wake of a 19-second video, which has since gone viral, showing a dog with a bleeding snout while being held on a leash.
The incident is believed to have taken place on Saturday.

Rajesh Nagarajan.Several local residents could be heard scolding the enforcement officers for hurting the dog. FMT has reached out to MPK and DVS for comment.
Rajesh says he is giving both MPK and DVS seven days to take action against the enforcement officers.
“If they fail to take action, we are taking MPK to court under the tort of misfeasance for misusing their powers. MPK has misused their powers by torturing these dogs,” he told reporters at a press conference.
Rajesh also said police reports would be filed against the enforcement officers involved in the incident.
He added that local councils were obliged to take action against their employees who broke the law and questioned if MPK had done so.
“If they have not done that, then they have failed in their duties, and action should be taken against MPK by the Selangor state government.”
“Why is it that until now we haven’t got any statement from the MPK, the Animal Welfare Board (AWB), the Selangor state government and DVS?”
The press conference this evening also saw two witnesses, known only as Sahana and Nithyah, sharing their account of the incident which saw more than one dog being hauled up by MPK.
Nithyah said she had begged for the dogs to be released.
“But the more I begged, the harder they choked the dog,” she claimed, adding that the dog also “vomited blood”.
Sahana, meanwhile, was puzzled as to why enforcement officers had specifically targeted two dogs when there were “many other dogs in the area”. - FMT
