Upm Denies Stray Dog Culling Claim Launches Investigation
Universiti Putra Malaysia (UPM) has expressed regret over an NGO’s allegation that the university had engaged a private contractor to kill stray dogs in its vicinity.
The university said it has launched an investigation into the matter.
“UPM expresses its regret over this incident, which has gone viral. As an institution that upholds the aspirations of planetary health, including the welfare and wellbeing of animals, UPM will not compromise on what has taken place.
“UPM also takes seriously every feedback and allegation directed at the university regarding the handling of stray animals,” it said in a statement.
The institution further emphasised its commitment to ensuring that all actions relating to animal management are carried out responsibly, ethically, and in accordance with the guidelines and regulations set by the relevant authorities.
“Therefore, UPM has established an internal investigation committee to thoroughly probe this incident,” it said.

Earlier today, Organisation for the Preservation of National Heritage (Peka) accused UPM of unlawful dog killings, claiming that the education institute had paid a cleaning company to kill the animals.
Peka alleged that UPM had engaged a Sentul-based service company to “kill” dogs at a rate of RM400 per animal.
“Evidence confirms that at least 15 dogs were killed by (the company) through shooting. Photographic evidence also substantiates these acts,” said Peka president Rajesh Nagarajan in a statement today.
He said Peka called for an immediate halt to all animal killings by UPM and also for the police and Veterinary Services Department (DVS) to launch an investigation into UPM and the company.
When contacted, an employee with the company, which was named in a purported November 2024 invoice sent to UPM for the “catching and disposal of stray dogs”, declined to comment on the matter and instead directed queries to UPM.
While the purported invoice does not state the manner in which the dogs were disposed of, the document featured several stamps seemingly from UPM authorities.
