PARLIAMENT | Pasir Gudang MP Hassan Abdul Karim has urged the government to suspend the Human Resources Development Corporation (HRD Corp) chief executive pending investigations into the company.
During today’s parliamentary debate, the veteran lawmaker urged Human Resources Minister Steven Sim to act urgently.
“Either suspend him or terminate the management, which is the CEO. This is because he holds two positions: on the board of directors and the investment panel,” he stated.
HRD Corp is a company under the purview of the Human Resources Ministry and its chief executive is Shahul Hamid Shaik Dawood.
HRD Corp is in hot water after the Auditor-General’s Department found that the government entity failed its audit and Auditor-General Wan Suraya Wan Mohd Radzi, in the Auditor-General’s Report 2/2024, recommended that the Human Resources Ministry refer the company to the relevant enforcement agency.
Separately, the Parliament’s Public Accounts Committee revealed that HRD Corp had utilised RM3.77 billion in levies collected from employers for training development programmes for various investments that did not align with its original purpose.
Hassan suggested the ministry file a report on the matter to the police as well.
Probe for breach of trust
While the ministry has reported the case to the MACC, Hassan pointed out that the Auditor-General’s Report recommends referring the matter to the “relevant enforcement agency,” which translates to both the MACC and the police.

“The way I see it, (the case) needs to be viewed under the element of breach of trust.
“I request this of the Human Resources Ministry (also) the Bukit Mertajam MP (Sim),” he said.
On July 5, the ministry’s secretary-general, Khairul Dzaimee Daud, and Shahul submitted a report on the management of HRD Corp to the MACC.
Hassan added that the authorities must investigate the matter as it affects the public who suffer because those responsible are not performing their duties honestly.
“People’s money is wasted. People are forced to make sacrifices, but those we trusted with responsibility are not doing their jobs.
“With their high positions and large allowances, they are mismanaging the nation’s funds,” he stated.
Deputy speaker Ramli Md Nor echoed Hassan’s sentiment.
“You got a point there. This should be reported to the police’s Commercial Crime Investigation Department,” he said.
PAC member Sim Tze Tzin (Harapan-Bayan Baru) also requested that the PAC report be debated in the Parliament session.
“I hope the PAC report on HRD can be debated, if possible, next week,” he said.
