Health Minister Khairy Jamaluddin has ordered his ministry to issue a fine against several top government leaders for allegedly violating Covid-19 standard operating procedures (SOP).
This was after a video emerged showing the leaders wading through a sea of people jam-packed shoulder-to-shoulder at the launch of Johor MIC's brigade in Kota Iskandar, Johor earlier today.
Among the leaders reportedly present at the event were Defence Minister Hishammuddin Hussein, incumbent Johor Menteri Besar Hasni Mohammad and MIC president S Vigneswaran.
"I have ordered Health Ministry officers to issue a compound against Hishammuddin, Hasni, Vigneswaran and key leaders who attended and organised the event under Act 342.
"The Health Ministry will continue to monitor the SOP (compliance) during the Johor election," Khairy (above) said on Twitter.
Act 342 refers to the Prevention and Control of Infectious Disease Act 1998 which provides a compound of up to RM1,000 for individuals violating health SOPs.
'A wrong is a wrong'
Hishammuddin, in an immediate response, said he was only there as a guest but was prepared to accept the consequences.
"I was there as a guest and I accept that there were weaknesses in SOP compliance. A wrong is a wrong.
"No one is above the law. This should be a lesson for us all," he said on Twitter.
Defence Minister Hishammuddin HusseinKhairy had pushed to increase the compound for individuals to RM10,000 during the last Parliament sitting but the amendment to Act 342 was postponed after objections from both sides of the political divide. 
The Parliamentary Select Committee (PSC) on Health, Science and Innovation had asked the Health Ministry to seek alternatives to hefty fines for fear that it could be open to abuse. 
Business groups have also expressed concern that it would be an avenue for corruption. If the amendment passed, the fines for corporations would be increased from RM500,000 to RM1 million. 
In some European countries, a "day-fine" system is used where fines are issued based on one's income.
