Jpj Under Fire For Hiring Third Party As Authorised Collection Agent For Vehicle Licensing Chores

UMNO Youth chief Datuk Dr Muhamad Akmal Saleh has apparently found a new axe to grind with DAP secretary-general Anthony Loke Siew Fook after a unit of ACE Market-listed tech consultancy Ramssol Group Bhd was appointed by the Road Transport Department’s (JPJ) as its authorised collection agent.
Under the appointment sanctioned by the Transport Ministry (MOT), Rider Gate Sdn Bhd which is Ramssol’s wholly-owned subsidiary has been granted a two-year contract effective Dec 5 to manage JPJ’s motor vehicle ownership transfers, motor vehicle licence renewals and traffic summons payments.

The contract value will depend on the number of transactions performed during the tenure.
“A question for YB Transport Minister Anthony Loke Siew Fook. Who has been managing the payments we’ve been making through the JPJ apps?” asked the Merlimau state assemblyman in a Facebook post.
“If the JPJ itself is managing it, why is the need to appoint a collection agent? Is it really necessary to appoint an agent in this day and age? Anyway, congratulations, ya.”
According to Ramssol’s statement, the Rider Gate portal enables Malaysians to access a fully digital, convenient and secure platform for key JPJ services, including licence renewals, summons payments and ownership transfers with a nominal fee charged per transaction.
The system provides real-time reporting to JPJ and the MOT to ensure transparency and accountability.
Interestingly, criticism aplenty has trickled into the comment section of the Keluar Sekejap podcast’s Berita KS Facebook post on the need for JPJ to hire a third party given such exercise smacks crony elements.


Some commenters even wondered if JPJ would eventually appoint a third party a.k.a. privatise its enforcement duty for so-called greater efficiency.


One commenter hit the nail on the head when he suggested “why not just set up a relevant department/unit to undertake digitalisation matters”?
Another reckoned that project outsourcing of this nature would only “eat into JPJ’s own profitability”.


Others claimed that this is all part of the DAP agenda given “it’s more convenient to just pay over-the-counter whether it’s road tax, vehicle license or summonses”.

With numerous apps and digitalisation exercise, some pointed to JPJ’s personnel becoming idle, hence the tendency of them “goyang kaki” (slang for “having nothing to do”) is high.


At the end of the day, the underlying tone is that the portfolio of Transport Minister must be included in the forthcoming Cabinet reshuffle.
