Most people only know about the Penang Undersea Tunnel costing RM6.3 billion. And this is supposed to be the cost based on an open tender and awarded to the lowest bidder. In Zarul Ahmad Mohd Zulkifli’s statement to the Malaysian Anti-Corruption Commission (MACC) on 12th January 2018, it was revealed that the RM6.3 billion had already been agreed upon even before the project details and the way it is going to be implemented was decided.
In other words, the RM6.3 billion was a wayang figure and not really based on a competitive bid. The entire so-called open tender was rigged.
What was not revealed is that the Penang State Government gave the Penang Tunnel SPV company 50 acres of state land along Gurney Drive as part payment for the tunnel. But then the land was valued at only RM2.83 billion while the Gross Development Value (GDV) of the land is RM15 billion.
This is very similar to the MINDEF land-swap controversy involving Tun Dr Mahathir Mohamad crony and Malaysia’s 12th richest man, Tan Sri Syed Mokhtar Albukhary, and his company, Kelana Ventures Sdn Bhd (KVSB). In Penang’s case, 50 acres of land along Gurney Drive with a GDV of RM15 billion was partly-swapped for the RM6.3 billion tunnel.
In short, in the end, the Penang Undersea Tunnel costs more than just RM6.3 billion.

Both the previous and current Chief Ministers of Penang, Lim Guan Eng and Chow Kon Yeow, received bribes for the Penang Undersea Tunnel project 


PKR Penang Chief Malik Kassim was also paid off

Lim Hock Seng was hauled up by the MACC in February 2018 but the file was closed and marked NFA (no further action)
