Please Make A Fatwa

First some stupid but sad news. Another Arab fellow has gone amok in Europe. He shot three people and killed two of them. He even took a video and posted it on Social Media.
     Zakir Naik  click here  (to save your time go to minute 6:54 of the video) says that it is haram for Muslims to migrate from a Muslim country to a non Muslim country unless it is for education but they must return once their education is over. Or for dakwa work - to spread the religion. Other than that just packing your bags and running away from a Muslim country to a non Muslim country is haram. So says Zakir Naik.
 So since the great oracle has spoken, someone should make a fatwa.  Please make a fatwa that Muslims should not escape from their countries to go and live in the kafir harbi countries of the west. Why aggravate yourselves? Why torture yourselves by risking your lives, jumping into the Mediterranean Sea and swimming to Italy or France to start a new life in the kafir harbi countries of Europe?  And then you make things worse by going around shooting and killing the kafir harbi people in the West - like this fellow in the video here. And then he was shot dead by the police in Brussels. Just make a fatwa to encapsulate what Zakir Naik has said : Muslims should not pack their bags and migrate from a Muslim country to go and live in a non Muslim country. Why aggravate yourselves like this?
