Over 300 Protest Negeri Sembilan S Stance On Culling Stray Dogs
Over 300 animal welfare campaigners gathered outside the Negeri Sembilan state government’s administrative building today.
They protested against the authorities’ decision to carry out a mass culling operation targeting stray dogs in Malay-majority areas across the state.
Sinar Harian last month reported that all Negeri Sembilan assemblypersons unanimously agreed to have stray dogs in Malay-majority areas culled, to address concerns about disturbances and safety.
The report quoted Menteri Besar Aminuddin Harun saying the large number of stray dogs has become a recurring issue raised in every state assembly sitting, as though the government is not addressing such concerns.
“We stand united in our firm opposition to the proposed inhumane culling of stray dogs in Negeri Sembilan,” the groups said today.

“This submission follows the petition submitted to the Malaysian Parliament in November 2024, calling for humane and effective solutions to address the stray dog population.
“We have already engaged in discussions with the Housing and Local Government Ministry, where we proposed a comprehensive no-kill policy for managing stray animals. We strongly believe that the solution lies in compassionate, ethical strategies for population control, such as sterilisation and responsible adoption, rather than the barbaric approach of mass killing,” read a joint statement by Persatuan Haiwan Terbiar Malaysia and Furrykids Safehaven.
The two organisations said that during the gathering, a formal memorandum containing a file with over 5,000 signatures from concerned citizens was submitted to Aminuddin.
The groups said they are prepared to collaborate with authorities and offer their expertise on a more sustainable and ethical solution.

ADS‘Justice for Kopi’ revisited
In November last year, around 100 people gathered at the Parliament gates to hand over a memorandum demanding justice for stray animals.
The movement, dubbed “Justice for Kopi”, urged legal reforms in handling stray animals while protesters chanted “Justice for Kopi” and “justice for all animals”.
This came after Besut District Council personnel shot dead a stray dog called Kopi in Terengganu a month earlier.

Justice for Kopi protestThey gathered to call for amendments to the Animal Welfare Act 2015 and to advocate for humane and sustainable practices in stray animal management. A delegation of MPs led by former prime minister Ismail Sabri Yaakob received the memorandum from the group.
Ismail himself had berated local councils in Parliament for what he described as the “indiscriminate killing” of stray animals and urged them to adhere to the Animal Welfare Act.
He also reminded local governments that parliamentary laws superseded by-laws, which were often invoked to cull or remove stray animals.
“Since the Animal Welfare Act was passed, it restricts councils from taking such actions that harm animals,” he said during the Supply Bill 2025 committee stage debate in November. - Mkini
