Men S Tears Are Rarely Seen But Their Wounds Run Deep
PARLIAMENT | “Men’s tears are rarely seen, but the wounds in their hearts can run very deep.”
That was the remark by Deputy Women, Family and Community Development Minister Noraini Ahmad, who stressed that men too are not spared from domestic violence.
Noraini said the issue of men as abuse victims is more challenging, as many are reluctant to lodge reports due to shame, fear, and worry about being looked down upon.
“As a society, we need to be more empathetic and not judgmental. That is why the National Population and Family Development Board (LPPKN) continues to strengthen its outreach efforts, such as counselling services, and the victim can choose a male or female counsellor.
ADS“But if the victim is male, it’s better to see a male counsellor so he can interact comfortably and share his problems,” she said.
Noraini (BN-Parit Sulong) said this in response to a question from Ahmad Fakhruddin Fakhrurazi (PN-Kuala Kedah), who asked for the effectiveness indicators of LPPKN’s Parenting at Work and related family development programmes in reducing the risk of domestic abuse against men.
Fakhruddin also asked for detailed statistics concerning men who experienced domestic abuse from 2022 to the present.

Kuala Kedah MP Ahmad Fakhruddin FakhruraziDescribing the question as “rare”, Noraini said her ministry is committed to ensuring the safety of all victims regardless of gender, emphasising that domestic violence is not just a women’s issue but a human issue.
According to her, police statistics showed 1,778 domestic violence cases in 2022 involving male victims, followed by 1,223 cases in 2023, 1,865 cases in 2024, and 1,183 cases recorded up to July this year.
Noraini added that the ministry is now proactively reaching out to victims instead of waiting for them to seek help.
“Our awareness campaigns are conducted inclusively, highlighting that domestic violence doesn’t only happen to women - it can happen to anyone, regardless of gender,” she said, adding that the e-Kasih hotline (15999) is available to ensure victims receive protection.
Meanwhile, Noraini said the government, through LPPKN, is actively implementing a strategic initiative aligned with the 13th Malaysia Plan to strengthen family institutions and improve the quality of the nation’s human capital.
“This initiative is called the ‘Gentleman Nation Programme (Program Lelaki Budiman Negara)’, which involves the development and implementation of educational modules to empower men as responsible husbands, fathers, and members of society,” she said. - Mkini
