Mcmc Launches Inquiry On Mandatory Standards For Prepaid Registration
The MCMC has launched a public inquiry regarding the proposed mandatory standards for the registration of prepaid public cellular service users.
In a statement today, MCMC said the public inquiry, conducted under Sections 55 and 61 of the Communications and Multimedia Act 1998, aims to ensure transparency, inclusivity, and accountability in developing the new mandatory standard.
“This initiative allows all stakeholders to provide feedback on the proposed standards, helping MCMC assess their suitability, effectiveness, and impact before finalisation,” the commission said.
The proposed mandatory standard will replace the 2017 Prepaid User Registration Guidelines and enhance the integrity of the registration process through a new secure mechanism utilising multi-factor authentication.
Under the new rules, MCMC will also have enforcement powers not only over service providers but also distributors involved in registering prepaid end users.
“This measure ensures accountability throughout the registration chain, where distributors will also be bound by obligations under Section 51 of the CMA 1998, helping reduce misconduct risks that could compromise user protection,” MCMC added.
In addition, the revised regulation introduces added protection for underage users, requiring individuals aged between 12 and 17 to register through their parents or legal guardians.
The proposed standards also introduce a new limit on the number of SIM cards that can be registered under one individual’s name, applicable to both Malaysians and foreigners, as a measure to curb the ongoing abuse of SIM cards.
MCMC welcomes active participation from all stakeholders to ensure the developed standards are comprehensive, practical, and aligned with the current needs of the telecommunications industry, the statement added.
Feedback and views can be submitted here till Nov 28.
