Dewan Rakyat rejects Anwar’s motion at Special Sitting
KUALA LUMPUR: The Dewan Rakyat rejected a motion by Parliamentary Opposition Leader Datuk Seri Anwar Ibrahim in the Special Sitting next week.
The lower house of Parliament cited that it was rejecting the motion as it was submitted too early.
Dewan Rakyat Speaker Datuk Azhar Azizan Harun in a letter to the Port Dickson Member of Parliament said the motion was submitted on July 12 while the announcement of the sitting was issued on July 15.
“Based on Standing Order 11(3) (of the Dewan Rakyat which states that the business set down for that day shall be appointed by the Prime Minister and the notice submitted by the honourable MP was not included under the special sitting,” he said in the letter issued yesterday.
Azhar said the PKR president also violated Standing Order 33(1) and 46(3), for raising multiple topics in a single motion.
“Datuk Seri also summed up several different issues in a motion causing it to be a challenge to identify the problem for the sitting to present it.
“I am also of the opinion that the motion is against Article 150(3) of the Federal Constitution,” he said.
In his motion on July 12, Anwar had requested for a debate on the proclamation of emergency, emergency ordinances, Covid-19 pandemic related expenditure, the ongoing vaccination programme and the National Recovery Plan.
The special Dewan Rakyat sitting will meet for five days from July 26 to 29, and Aug 2.
Parliament sittings have been suspended since the proclamation of emergency that came into force on Jan 11, which Putrajaya said would provide the government with the ability to mobilise all necessary resources to combat the Covid-19 pandemic.
On June 29, Yang di-Pertuan Agong, Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah reiterated his call for the Parliament to reconvene as soon as possible after an audience with Dewan Negara president Tan Sri Dr Rais Yatim and Azhar.
Both houses of Parliament last met at the end of last year. Nst
