Malaysia has emerged as a potential external operations base for Hamas, the jihadi group that controls the Gaza Strip if Turkey expels or restricts the group’s movements as a part of its rapprochement with Israel.
Turkey has in recent months deported Hamas activists or refused them entry into the country as it sought to improve its troubled relations with Israel, according to Israeli press reports.
Israeli President Isaac Herzog visited Ankara in March, becoming the first Israeli president to do so in 15 years. At a summit with Turkish President Recep Tayyip Erdogan, both leaders pledged to open a new chapter in the relationship.
The press reports suggested that the deported Hamas operatives had been on an Israeli list presented to Turkey of individuals involved in armed activities in violation of their terms of residence in Turkey. Saleh al-Arouri, Hamas' deputy political bureau head, and former military commander, reportedly was among those expelled.
Turkey has granted Turkish citizenship to some Hamas leaders.
Hamas is an offshoot of the Muslim Brotherhood. Earlier this week, Al Mekalemeen, a Muslim Brotherhood television station shut down its operations in Turkey.
Turkey has begun to curtail jihadi opposition groups that had flocked to Istanbul. Turkey has emerged as a Mecca for jihadi Middle Eastern opposition and dissidents.
The anti-jihadi moves are part of broader Turkish efforts to improve relations with Saudi Arabia, United Arab Emirates and Egypt.
Saudi Arabia, UAE have designated the Muslim Brotherhood as a terrorist organisation. Last year, UAE foreign minister Abdullah bin Zayed called on Western countries to identify Hamas in its totality rather than just its military wing as a terrorist organisation.
Egypt has blockaded Gaza since 2005, when Israeli troops withdrew from Gaza. Hamas seized control of Gaza in 2007 in armed clashes with its rival Al Fatah after narrowly winning elections in 2006. Palestinian President Mahmood Abbas leads Al Fatah.
In a twist of irony, Hamas retains a degree of support from Qatar with Israel’s agreement.
Ismail Haniyeh, one of Hamas's most senior leaders, is a resident in Qatar, where he publicly meets with visiting dignitaries like Iranian foreign minister Hossein Amir-Abdollahian. The Hamas official has also met twice in the last three years with Qatari emir Tamim bin Hamad Al Thani.
Nonetheless, Qatar is unlikely to allow the group to reestablish itself after the Gulf state forced Hamas to move to Turkey as part of a 2014 deal that led to a return of the Saudi, Emirati, and Bahraini ambassadors to Doha. The ambassadors had been withdrawn in protest against Qatar’s alleged support of Muslim Brotherhood.
As a result, Malaysia has emerged as a potential base because Hamas has nowhere to go if Turkey expels it.Malaysia is not only geographically but also culturally more distant from Palestine. Even so, Hamas enjoys public support in Malaysia.“They already have a substantial base here. Not only in the form of the Palestinian Cultural Organisation Malaysia but also others employed in universities and as professionals. So, anything short of a base – however conceived – would be ok," said a well-placed Malaysian source.Some analysts said the cultural organization, or PCOM, was widely seen as Hamas’ ‘embassy’ in competition with the Al Fatah-controlled official Palestinian embassy in Kuala Lumpur. The PCOM was founded after Al Fatah refused to vacate the embassy following the 2006 election.Malaysian foreign minister Saifuddin Abdullah made a point last month of tweeting about a phone call with Mr. Haniyeh, the Qatar-based Hamas leader.
well-placed Malaysian source said that the country’s security forces may object to granting Hamas greater leeway in Malaysia.
Security forces in other Southeast Asian nations support their Malaysian counterparts.
Security concerns center on fears that a Hamas presence could turn Malaysia into a Middle Eastern battlefield.
Hamas uses its cultural center in Kuala Lumpur to maintain unofficial contacts with Southeast Asian nations that do not want to be seen to be talking to the group
The US has designated Hamas as a terrorist organisation.
Turkish Foreign Minister Mevlut Cavusoglu is expected to visit Israel later this month.

Orang Melayu sila faham situasi semasa "perjuangan" Palestin ok. First sila lihat peta kedudukan Gaza dan Tebing Barat atau West Bank:
Gaza adalah dibawah control Muslim Brotherhood atau Ikhwan Muslimin ia itu satu pertubuhan militan yang diwujudkan di Mesir pada tahun 1928 oleh Hassan al Banna. Cawangan local mereka di Gaza diwakili oleh Hamas di mana pemimpin Hamas semuanya hidup mewah tetapi overseas di Qatar, Turki dan tempat lain.
West Bank atau Tebing Barat pula dibawah control kumpulan Palestin original Al Fatah yang dilahirkan daripada PLO atau Palestine Liberation Organisation yang di tubuhkan pada 1964 oleh Liga Arab, Yasser Arafat dll. Pemimpin Al Fatah sekarang adalah Mahmoud Abbas yang menetap di Tebing Barat.
Kedua-dua Ikhwan Muslimin (Hamas) dan Al Fatah (PLO) adalah musuh yang paling benci-membenci dan membunuh sesama mereka. Apabila geng Ikhwan Muslimin (Hamas) dan Al Fatah (PLO) bertemu saja mereka akan tembak-menembak sampai mati. Shoot on sight.

Pada 1993 Israel dan Palestin telah tandatangani perjanjian damai yang melahirkan kerajaan Palestinian Authority di mana Yasser Arafat telah menjadi presiden Palestin yang pertama. Sejak 1993 kawasan Tebing Barat (West Bank) telah hidup secara berdamai dengan Israel. Walaupun mereka masih tidak berpuas hati sepenuhnya dengan perjanjian damai itu tetapi keseluruhan kawasan Tebing Barat tidak lagi berperang dengan Israel atau diserang oleh angkatan tentera Israel.
Sejak 1993 kawasan Tebing Barat telah membangun juga dan mencapai kemajuan yang pesat. Sila lihat gambar-gambar West Bank atau Tebing Barat yang berikut (sila Google saja - West Bank cities).
Malang sekali PLO atau Fatah adalah pertubuhan Palestin pelbagai agama - mereka mewakili semua orang Palestin tanpa kira Muslim, Kristian atau agama apa pun.
Maka PLO tidak disenangi oleh Ikhwan Muslimin di Mesir yang mahukan perjuangan Palestin dipimpin oleh orang Islam sahaja dan fokus perjuangan itu ditukar daripada perjuangan 'Palestine nationalism" bertukar menjadi 'perjuangan jihad'.
Tetapi rahsia yang sebenarnya ialah Ikhwan Muslimin di Mesir makin diburu pasukan keselamatan Mesir dan pemimpin mereka dibunuh atau dipenjarakan. Maka Ikhwan Musimin perlu kutip dana (pelbagai tabung jihad) untuk memulakan hidup baru di luar Mesir seperti di Eropah, Amerika Syarikat dan negara Arab lain yang lebih friendly.
Dan sehingga hari ini kerja-kerja kutip derma dan dana untuk survival mereka adalah perjuangan terbesar Ikhwan Muslimin di seluruh dunia termasuk di Malaysia.
Fastforward ke hari ini pula - pejuang Al Fatah di Tebing Barat (West Bank) tidak pernah menembak roket atau menembak senjata api ke arah Israel. Pada keseluruhannya sejak 1993 Al Fatah dan Tebing Barat telah berjaya kekalkan perdamaian bersama Israel (walaupun pernah berlaku sengketa tetapi secara kecil sahaja).
Tetapi lain pula ceritanya dengan Ikhwan Muslimin/Hamas di Gaza. Pejuang Ikhwan Muslimin / Hamas di Gaza sering menembak roket dan pelbagai senjata api yang sasarkan Israel tanpa putus.
Daripada sudut military strategy roket buatan Hamas dan melepaskan tembakan pistol dan senapang langsung tidak boleh menewaskan Israel dan tidak mencapai apa pun melainkan mengundang tindak balas daripada tentera Israel.
Tetapi fakta yang tidak boleh dinafikan ialah setiap kali Hamas menembak roket ke arah Israel dan tentera Israel membuat serangan balas maka confirmlah ia akan menjadi berita panas di media negara Arab dan negara Islam yang lain.
Maka lagi ramai umat Islam dari Sulawesi ke Maghribi akan bersimpati kepada Ikhwan Muslimin dan Hamas. Maka lagi banyaklah kutipan dalam tabung-tabung jihad di seluruh dunia Islam.
Tuan-Tuan ingat lagi tak berita berikut yang menggemparkan kita dulu. Duta Palestin kata duit derma Malaysia tak pernah sampai kepada mereka di Palestin:
Actually duit itu sampai juga tetapi kepada kumpulan lain. Kalau geng Hamas dapat duit, maksudnya geng Fatah tak dapat lah dan vice versa.
Tebing Barat atau West Bank sudah berdamai dengan Israel.
Gaza itu adalah sumber wang yang lumayan bagi Ikhwan Muslimin. Jika Gaza pun berdamai dengan Israel maka kutipan tabung jihad dan duit derma pun akan berkurangan.
Ini semua pasal duit juga.
