Budget 2021 The 13 Mps Who Wanted Their Votes Counted
PARLIAMENT | The Dewan Rakyat witnessed a rare event today when the opposition did not manage to secure enough support from their own ranks for divisional voting on Budget 2021.
This was despite a lively debate when Finance Minister Tengku Zafrul Abdul Aziz was delivering his winding-up speech for the policy stage of the Supply (Budget) Bill 2021's passage.
The consent of only 15 MPs was needed for divisional voting across seven blocs to be held. This would allow each MP's vote to be formally recorded.
Once Zafrul concluded his speech, Mahfuz Omar (Amanah-Pokok Sena, above) requested for a vote to be called.
Eventually, Dewan Rakyat speaker Azhar Azizan Harun counted only 13 opposition MPs as supporting the request.
From various photographs, video clips and interviews with various MPs, Malaysiakini can conclude that the 13 are:

2. Mukhriz Mahathir (Pejuang-Jerlun)
3. Amiruddin Hamzah (Pejuang-Kubang Pasu)
4. Shahruddin Md salleh (Pejuang-Sri Gading)
5. Hassan Karim (PKR-Pasir Gudang)
6. Khalid Abdul Samad (Amanah-Shah Alam)
7. Mahfuz Omar (Amanah-Pokok Sena)
8. Dr Hatta Ramli (Amanah-Lumut)
9. Hasanuddin Mohd Yunus (Amanah-Hulu Langat)
10. Dzulkefly Ahmad (Amanah-Kuala Selangor)
11. Hanipa Maidin (Amanah-Sepang)
12. Baru Bian (PSB-Selangau)
13. Mordi Bimol (DAP-Mas Gading)
Without a divisional vote being called, the House then passed the Supply Bill 2021 at the policy stage through a voice vote.
There is a possibility of division voting being called at the subsequent committee stages, where the MPs get the opportunity to scrutinise government allocations for every ministry.

Several DAP and PKR MPs told Malaysiakini shortly after the event that their party leadership had instructed them not to call for a divisional vote.
The message did not seem to have got to most Amanah's MPs. Their president and MP for Kota Raja, Mohamad Sabu, did not stand up to support Mahfuz's request, although the latter is from the same party.
Mohamad's decision would suggest that not calling for a bloc vote was a Pakatan Harapan coalition decision. Mohamad was spotted with top Harapan leaders at a press conference later. Pejuang is not part of the Harapan coalition.
Mordi Bimol (DAP-Mas Gading) told Malaysiakini that he stood up to support Mahfuz's call for a bloc vote because he did not receive instructions from his party's leadership on time.
"I was not happy with certain parts of the Supply Bill," he said.
Strangely, the message against bloc voting appeared to have got to Syed Saddiq Abdul Rahman (Muda-Muar) and Maszlee Malik (Independent-Simpang Renggam), both of whom did not back the request for bloc voting. - Mkini
