AN ARAB PLAN FOR GAZA?

Let’s get real. There is *no* plan for Gaza.

Israel after more than a year at war with Hamas still do not have a ‘day after’ plan. 
The Arab countries never had a plan, apart from flogging the dead horse two-state solution.

If there is a plan, it is Donald Trump’s shock and awe plan of US taking over and owning Gaza, rebuilding and reconstructing Gaza with money from the Arab countries, while the Gazans are to be resettled in other countries, specifically Egypt and Jordan temporarily or permanently.

Arab countries now claim that they have an Arab Plan. If indeed there was, it has remained the best kept secret plan under wraps for more than a year. Just like the Arab League in 2018, announcing it would develop a ‘strategic plan’ to counter the then Trump administration moving the US embassy from Tel Aviv to Jerusalem. Seven years later, the strategic plan still has not materialised. 
Here is why the Arabs have no plan. For a start, it would require the Arab countries to decide who they should deal with. Will it be Hamas or the Palestinian Authority? Israel has already rejected any role for Hamas or the Palestinian Authority which cannot even manage the West Bank and will certainly be rejected by the Gazans.

Moving on is the question of who will be in charge and be responsible for the security of both Gaza and Israel during the period of rebuilding and reconciliation. Again, Israel definitely rejects any role for Hamas and the Palestinian Authority. Israel may agree to certain Arab countries to take the responsibility. However, most Arab countries will not want to put their troops on the ground in Gaza.

Then, there is the issue of funding the rebuilding and reconstruction of Gaza, where much of the money is expected to come from the Arabs. Israel will definitely demand that any rebuilding and reconstruction must not only require Israeli approval but also Israel jointly overseeing it, lest it becomes a security risk. Israel will definitely want to ensure there will not be any rebuilding and reconstruction of old tunnels or covert construction of new tunnels.

Lastly, since under the Arab plan (if any) there will be no displacement of Gazans during the rebuilding and reconstruction period, how will the Gazans be managed, particularly when Hamas is embedded within the civilian population. Any attack against Israel by Hamas will naturally see a strong Israeli response. Worst, whatever being rebuilt and reconstructed (again) will reduced to rubble.

Aceh was completely destroyed by the 2004 Boxing Day tsunami with widespread destruction along its 1,000 km coast line, 130,000 death, 38,000 missing, 504,000 displaced and almost 60% of buildings destroyed. Just like Gaza, it was reduced to ground zero. It took almost 10 years for the rebuilding and reconstruction of Aceh. Aceh was a success story because, the 30 year conflict between the government forces and the Aceh rebels stopped and there was peace during the rebuilding and reconstruction period. Can it be expected of the same in Gaza?

The world now waits with bated breath for the Arab plan.

Lately this type of aggressive talk has been coming out of Egypt. Strange for a country which became the first Arab country to sign a peace treaty with Israel 47 years ago in 1978. 
Egypt has spent considerable amounts of its "no money poor country" wealth to buy weapons. The Egyptian Navy has expanded substantially, their air force is well equipped and the army has also bought tanks, artillery and missiles. 
But Egypt suffers a serious flaw - they live off American handouts. Without American aid, Egypt is dead. And most of Egypt's weaponry (like their F16 fighters) are American made. There is no way the Americans will allow Egypt to attack Israel "and take Tel Aviv in one day".  The last time the Egyptians had such ideas they lost the Sinai Peninsula and the Gaza Strip.
But there are more "down to earth" reasons why the Egyptian generals are sabre rattling.
The Egyptian generals, all the way up to the president Abdul Fatah el Sisi are involved in the smuggling of weapons and goods from Egypt into Gaza via tunnels in the Philadelphi Corridor.  This is a multi-billion dollar business and they make tons of money. The method is simple. They keep the Rafah border crossing closed. Below Rafah they operate the smuggling tunnels and collect tolls from the smuggling. It is a lucrative source of money for the Egyptian generals.

To digress, this is exactly what is going on at the Pakistan-Afghanistan border. The Pakistanis have built fences and other security posts and are forcing the multi billion Dollar trade between Pakistan and Afghanistan to go through Pakistani Army checkpoints where the Army can collect tolls and bribes. The generals take their cut. 
This is typical Arab behaviour. They will sell their own daughters and mothers just to make a buck. Gaza? Why the hell should they care about Gaza? 
Here is the soalan cepu mas - Do you honestly think the generals want to reopen that Rafah Crossing from Egypt into Gaza? And lose all that smuggling fees? Or would the Egyptian generals prefer to keep the underground smuggling tunnels into Gaza open? Where they can collect their bribes and tolls. Maybe even smuggle container loads of guns and weapons for the Hamas.  Who cares what the Hamas will do with the guns. Who cares?
