81 Projects Not Up To Mark In Kuantan Pekan And Lipis
The Auditor-General’s report on audits on the Kuantan, Pekan and Lipis districts said the shortcomings in Pahang’s allocation management affected the objectives of the programmes and projects. (Bernama pic)KUANTAN: A total of 81 projects in Kuantan, Pekan and Lipis were carried out with an unsatisfactory quality of work, according to the Auditor-General’s Report Year 2019 series 2.
This observation was based on visits to 81 project sites between September to November last year, according to Bernama.
Ten projects with a contract value of RM210,877 were found to be unsatisfactory, including the construction of a new concrete base for water tanks in residential areas such as Sentuhan Kasih Housing in Chini, Pekan and work to build a drain in Kampung Gua, Lipis.
The report also pointed out that state assemblymen had made monthly claims for special assistance, which were not supported by documents to prove that payments had been made to legitimate recipients.
The report attributed this to ineffective monitoring by the Pahang finance and administration department.
It said a lack of monitoring and key performance indicator (KPI) targets were weaknesses on the state constituencies under the three land and district offices (PDT), adding that these shortcomings affected the objectives of the programmes and projects.
To ensure that these weaknesses do not recur, the report called for the state economic planning division, the chief minister’s office, the Pahang state development office and the PDT to set project output KPIs and implement outcome evaluations to measure the impact of projects.
“Careful planning needs to be carried out so that projects can be fully utilised with no wastage, apart from detailed supervision and monitoring by the PDT and the finance and administration department,” added the audit report presented at the Pahang state assembly conference at Wisma Sri Pahang here today.
The report, however, said all projects agreed to by the menteri besar and state assemblymen had been implemented. The public had also benefited from the projects, with satisfactory feedback from 97.6% of respondents. - FMT
