We’ve seen the betrayal. Now let’s dissect the handover.
The KL Tower concession a national asset wasn’t given to the company that saved it.
It wasn’t given to the one who took on the risk or liabilities.
It was given to a company that, technically, didn’t even exist when the tender closed.
Let’s break that down.
A Company Formed After the Deadline
The Request for Proposal (RFP) for Menara KL closed on 5 April 2024.
But the company that was awarded the 20-year concession Lim Seong Hai Service Master Sdn Bhd (LSHSM) was only incorporated on 28 June 2024.
The ink wasn’t even dry on their company registration when they were announced as the winners.
So how did they qualify?
How did they submit a bid under a name that didn’t legally exist?
Was the tender evaluated on merit or was the winner already picked?
Lawatan Tapak Mandatory, But Ignored
On 4 March 2024, a mandatory site visit to KL Tower was held. This was a qualifying requirement.
Lim Seong Hai Best Builders the eventual 70% shareholder of Lim Seong Hai Service Master did not attend.
Service Master did. But the joint venture that won the concession wasn’t even formed yet.
So again we ask:
If site visits are compulsory, why was this requirement not enforced?
Are the rules only for some?
7 June 2024: Persetujuan Sudah Diberi?
Even before Lim Seong Hai Service Master was born, UKAS had issued a letter of “persetujuan secara prinsip” to the unnamed joint venture.
And on 29 May 2024, the Minister of Communications publicly stated that Lim Seong Hai Service Master had been awarded the concession.
This, despite the fact that:
• The tender was still ongoing
• The company had not yet been incorporated
So… was there ever a real competition?
Or was the result already sealed in an envelope, waiting for the paperwork to catch up?
Meanwhile, Hydroshoppe Was Still Paying
While all this was happening, Hydroshoppe continued to:
• Operate KL Tower
• Pay RM1.5 million monthly
• Bear the RM314 million in liabilities
• Maintain staff
• Keep the tower alive
They were told to wait.
That the concession was being finalized.That everything was in process.
But behind the scenes, a new entity with no liabilities, no track record, and no paper trail was being prepared to take it all.
And when the time came, Hydroshoppe was told to walk away quietly.
