Suhakam Calls For Inquest Into Custodial Death Of Pakistani Man
The Human Rights Commission of Malaysia said it had not received any response from the authorities and the Attorney-General’s Chambers despite having submitted its investigation report in June.
PETALING JAYA: The Human Rights Commission of Malaysia (Suhakam) has recommended an inquest into the death of a Pakistani man who died exactly a year ago while under detention by the immigration department.
In a statement today, the commission said it is necessary to determine whether any criminal or negligent elements contributed to the death of Jamshed Ahmed on Jan 15 last year.
According to Suhakam, Jamshed was picked up from his home in Rawang on Jan 6, 2024, and held at the Bukit Jalil immigration depot.
The commission said he was reported to have been in poor health and very weak while in the detention cell. Three days later, he was sent to the hospital for treatment but died on Jan 15.
Suhakam said its findings showed that Jamshed had diabetes and required insulin, but was not provided with it, leading to his death.
“Suhakam found this claim substantiated by consistent information from the complainant, fellow detainees, the depot personnel and medical officers,” it said.
Suhakam also cited negligence as a possible factor, claiming Jamshed received no initial health screening despite the procedure being mandatory.
The commission said the assistant medical officer was unaware of Jamshed’s need for daily insulin until he collapsed in the cell on Jan 9.
Suhakam also said Jamshed was detained at the depot for several days without any probe conducted by the department’s investigating officer.
It said after the department filed a police report on the day of Jamshed’s death, the police did not assign an investigating officer to the case and the report was merely “referred” to the hospital.
Suhakam stressed that it had submitted its investigation report to the authorities as well as the Attorney-General’s Chambers in June, but had received no response. - FMT
