Ros Is Trying To Usurp Home Minister S Power Claims Kayveas

The action of the Registrar of Societies (ROS) in setting conditions for the lifting of the ban of MyPPP is tantamount to usurping the power of the home minister
Thus claimed M Kayveas (above), who heads one of two factions claiming leadership of MyPPP, an opposition party without any elected representatives
Speaking at its 66th annual general assembly (AGM), Kayveas said he would take the ROS to court if the body kept interfering in the party's internal affairs
"When the constitution was not followed, I received a call from the registrar on May 18, 2018 to check on my party status and my own status

"On the same day, the registrar issued a formal and valid letter requiring me to hold the AGM before June 3, 2018, and hold a new election in accordance with the party constitution, as confirmed by the AGM itself on May 27, 2018
"Unfortunately, the ROS illegally cancelled our party registration on Jan 14, 2019, about eight months later," Kayveas claimed in front of nearly 400 party representatives at MyPPP headquarters in Kuala Lumpur today
Kayveas explained that following the ROS's action, he met with Home Minister Muhyiddin Yassin (below) to appeal to him to reconsider the ban under Section 18 of the Societies Act 1966
He claimed that the ministry rejected the decision of the registrar, and gave MyPPP a "life"
"However, we received a letter on Oct 7, 2019 from the ROS that the minister had included conditions to allow our appeal
"The ROS has acted aggressively in an attempt to usurp the authority of the minister who has already made the decision in this regard," alleged Kayveas
He also claimed that under Section 18 of the Societies Act 1966, there should be no conditions imposed once the minister has allowed an appeal
Despite Kayveas' claims, it should be noted that on Jan 26, Muhyiddin said he would leave it to the ROS to decide on the appeal
“It was ROS’ decision, I’ll leave it to the ROS... I am not involved because should there be an appeal, if there is a basis, or need for reconsideration, it will be up to ROS to decide, not me,” he was quoting as saying
MyPPP has been in a prolonged crisis after Kayveas announced the party's withdrawal from the BN coalition, after being rejected in the 14th general election
Subsequently, he was fired by a majority of the central working committee's members. However, Kayveas disputed the decision and both sides requested the ROS to intervene
On Oct 7 this year, ROS granted conditional approval to MyPPP
One of the conditions is that the party must meet to form an independent body to control and hold the party elections before Dec 31
The ROS also stated that the party committee for the 2014-2019 term was responsible for resolving the party's dispute issues
The ROS also stipulated that during this time frame, no one had the authority to carry out other activities such as holding an AGM and making new appointments
"The ROS has no power to interfere," said Kayveas
"We are seeking legal advice from lawyers, retirees and academics that our AGM must be held within 18 months as in Article 8.2 of the party constitution. That is valid and will be resolved today," he added
Meanwhile, the AGM that Kayveas' faction held today made two amendments to the party constitution
Among them, it has renamed MyPPP to PPP (People's Progressive Party of Malaysia) and it will operate from Wisma Tan Sri Kayveas, Jalan Kg Attap, formerly MyPPP headquarters
The second amendment is the party motto, which is now Peace, Progress, Prosperity
Earlier, Roger Ly Kim Cheong, who was appointed the party's secretary-general, said the AGM met the required quorum with the presence of 1,235 delegates from around the country. - Mkini
