THE channelling of RM2.6 bil under Budget 2026 to ensure Islamic propagation remains all-encompassing and upright is by far the highest allocation set aside for the management of Islamic affairs in Malaysia.

In stark contrast, the Madani government allotted RM50 mil under Budget 2026 for the repair and maintenance of registered non-Muslim houses of worship nationwide, including in Sabah and Sarawak.

More broadly, Budget 2026 is Malaysia’s largest ever at RM419.2 bil, a 1.7% increase from 2025 with RM338.2 bil for operating expenditure and RM81.0 bil for development expenditure.

For comparison, the Madani government allocated RM2 bil for Islamic affairs under Budget 2025 with part of the allocation intended for strengthening Islamic educational institutions, including RM150 mil for the maintenance of educational infrastructure under the Department of Islamic Development Malaysia (JAKIM) such as pondok, tahfiz and religious schools.
Under Budget 2024, the Madani government allotted RM1.9 bil for the management and development of Islamic affairs in Budget 2024 which facilitated, among others, the construction of two Islamic educational institutions, namely SM Integrasi Sains Tahfiz in Bukit Jalil and SMK Agama Jempol in Negeri Sembilan at a cost of RM220 mil.
Another RM150 mil was also provided to JAKIM to maintain and upgrade the infrastructure of Islamic educational institutions, including religious schools, and registered pondok and tahfiz institutions.
Under Budget 2023, the then Barisan Nasional (BN)/Perikatan Nasional (PN) government allocated more than RM1.5 bil for Islamic development projects and the management of religious affairs with RM1.18 mil (79%) – an increment of over RM54 mil from the preceding year – set aside for Islamic agencies.

According to the Finance Ministry’s document on the estimated federal expenditure for 2023, the biggest recipient of the funds was JAKIM which received RM1.01 bil (previous budget: RM956.6 mil).
Under Budget 2022, RM1.5 bil – an increase of RM100 mil from Budget 2021 – was set aside by the PN administration for the management and development of Islamic affairs under the Prime Minister’s Department.
Again, the allocation for non-Muslim houses of worship under the purview of the Housing and Local Government Ministry over the past five Budgets pales in comparison given it has been consistently capped at RM50 mil every year since Budget 2022 (Budget 2021 allotted a mere RM20 mil). – Focus Malaysia
