Loke Has No Power Over Psc Rate Says Ex Transport Man

A PSC rate of RM50 was announced for all airports except KLIA.PETALING JAYA: Transport Minister Loke Siew Fook has been urged to retract an announcement about a lower passenger service charge supposed to come into effect on Oct 1
Former deputy transport minister Aziz Kaprawi, speaking to FMT, said only the Malaysian Aviation Commission (Mavcom) had the power to decide on a passenger service charge
He made his comment following an FMT report that the new passenger service charge announced by Loke could face legal complications as they had not been gazetted as required by law
Aziz Kaprawi.Loke announced last month that the PSC rate for non-Asean flights would be reduced from RM73 to RM50 at all airports except KLIA. Loke subsequently said the new rates were not temporary and should not be disputed as it was a Cabinet decision
However Mavcom had previously stated that PSC charges would no longer be uniform but would be determined by an individual airport’s standard of facilities and level of services.A source in the know told FMT that the government could face legal action if the new rates were not gazetted
Aziz said: “It seems that Loke does not know the roles and power provided under the Mavcom Act when he said the Cabinet has decided on the PSC when it has no power to do so.”He added that the law was very clear. “Mavcom is an independent body whose role is to drive the development of our civil aviation industry. Loke needs to understand their perspective and not think he controls Mavcom.” - FMT
