Dbkl Urged To Explain Online System Disruption
Kuala Lumpur City Hall (DBKL) was urged to explain the prolonged disruption of its online services, which forced the local authority to switch to manual operations in some critical business areas.
Based on public notices sent out by DBKL, it is believed the problem began three weeks ago, around April 27, when it told clients to use alternative payment platforms instead of DBKL platforms.
This included the payment of assessment tax, house and market lot rentals, and compounds.
It was learned that DBKL’s eLesen, a crucial platform for business licensing processes, was among those that suffered downtime, causing many to queue at the headquarters to do their business manually.

DBKL’s eLesen website with error notice“For the time being, application processes cannot be done through the online eLesen system. Please go to the counter for further action,” read a notification on the platform’s website as of 8pm yesterday.
Another notice posted on DBKL’s Facebook page on Wednesday (May 14) instructed those who want to apply for a materials transport permit to either go to its headquarters at Jalan Raja Laut or scan a provided QR code.
Call for clarification
Seputeh MP Teresa Kok said there have been complaints from the public over congestion at DBKL premises due to the online system disruption.
“DBKL should clarify to the public,” she said.
Similarly, Kepong MP Lim Lip Eng also demanded that DBKL explain what is happening to its online system.
He expressed dismay at allegedly being kept in the dark about the issue.
“I think it is timely for DBKL to issue an official statement to inform the public what is going on.
“And also when we can expect the online services to resume,” Lim told Malaysiakini.
There have been rumours that DBKL’s online system was attacked by hackers who allegedly demanded that the City Hall pay a ransom.
Kuala Lumpur mayor Maimunah Sharif, when contacted, said she will issue a press statement on the issue later today. - Mkini
