Empower Advisory Board To Keep Macc In Check Parliamentary Group
A parliamentary group wants the Anti-Corruption Advisory Board (LPPR) to have more bite so it can keep the MACC in check.
For this purpose, the All-Party Parliamentary Group Malaysia (APPGM) on Integrity, Governance, and Anti-Corruption today proposed an amendment to several provisions in the MACC Act 2009.
"At this stage, we suggest an immediate amendment to Section 13, 14 and 15, so that autonomy is given to the advisory board for the purpose of overseeing MACC operations apart from having the authority to implement any changes deemed necessary," said its chairperson Che Abdullah Mat Nawi (PAS-Tumpat).
The advisory board, chaired by Abu Zahar Nika Ujang, advises MACC on policies and strategies to combat corruption in the country.
Its members are appointed by the Yang di-Pertuan Agong among individuals who have rendered distinguished public service or have achieved distinction in their professions.
The group also called for a new select council to review the appointment of the advisory board to ensure transparent appointments.
"The council is responsible for the proposal and selection in relation to the appointment of the MACC chief commissioner as well," Che Abdullah added.
The group suggested that the prime minister, law minister, chief justice and the opposition leader be part of the select council.
The proposal also includes establishing a parliamentary standing committee under Section 14 of the MACC Act, which is free from the political influence of the prime minister.
"This is meant to regulate the MACC and deal with corruption cases. The standing committee will monitor, review and report to Parliament on MACC's function and operations," Che Abdullah said.
MACC chief commissioner Azam Baki had raised concern over possible political interference following the proposal to place MACC under Parliament by the Senate Select Committee on Governance, Integrity, and Anti-Corruption. - Mkini
